On March 12, 2008, Bill Gates appeared before Congress and testified that the H-1B CAP “is arbitrarily set and bears no relation to the U.S. economy’s demand for skilled professionals.” He also famously urged Congress to increase the H-1B CAP and eliminate per country caps on Green Cards. However, his most important lines during that testimony were reserved for how he predicted employment would grow if the number of H-1Bs were increased. His exact words were, “(i)f we increase the number of H-1B visas that are available to U.S. companies, employment of U.S. nationals would likely grow as well.
